Proposed Legislation on Stray Animals Sparks Controversy in Turkey

A new bill concerning stray animals introduced in the Grand National Assembly of Turkey has ignited debates over its feasibility and potential impacts.

#### Feasibility of the Legislation

The current law has not been sufficiently enforced. Relevant administrations have failed to open enough shelters, carry out sterilization efforts, and provide necessary personnel and resources. Furthermore, it is reported that relevant ministries have not provided the necessary support.

#### Regional Differences and Implementation Issues

In certain areas, citizens have been attacked by stray animals. However, criticism arises from the lack of adequate analysis identifying these problematic regions before imposing uniform measures. On the other hand, there are many regions, provinces, and districts where the welfare of both animals and humans has been successfully ensured.

#### Lack of Adoption and Incentive Efforts

Adoption efforts have fallen short, and there is a lack of widespread and effective incentive campaigns. The bill highlights the impracticality of gathering stray animals into shelters within the targeted timeframe, suggesting that such measures could further increase animal populations.

#### Ecological Balance and Biodiversity

In some regions, reducing or eliminating the cat and dog population could disrupt the ecological balance, leading to an increase in rodents and wild animals. There are various examples of this phenomenon worldwide.

#### Enforcement and Regulation of Laws

Illegal or unregulated sale and breeding of pets remain unchecked. Necessary inspections and implementations by local administrations are lacking, and the ministry does not intervene when required.

#### Budget Issues

The budget required for implementing the new bill would be significantly larger than the budget needed for enforcing the current law.

#### Ethical Concerns

Concerns arise over the moral implications of euthanizing millions of animals, which have historically been domesticated and become part of our lives. This is feared to cause a deep ethical trauma among the public.

#### Proposed Solutions

For the bill to be feasible:
– A collective approach should be adopted.
– Instead of steps that cause other issues in practice, a workable law should be prepared.
– Steps defined in existing laws, which have not yet been put into practice, should be implemented.
– Socialized animals should be returned to their locations with the help of volunteers, monitored, and registered.
– Adopt a “Care, Vaccinate, Neuter, and Adopt” approach.
– Specific solutions tailored to problematic regions should be introduced.
– The ministry must provide infrastructure, personnel, and resource support, taking steps that are practical and appropriate for the culture and traditions of the country.
