IPARD III Program Launches Second Call for Applications with 80 Million Euro Budget

The Ministry of Agriculture and Forestry, in collaboration with the Agriculture and Rural Development Support Institution (TKDK), has announced the second call for applications under the IPARD III Program. Minister İbrahim Yumaklı revealed that the total support budget for this call is set at 80 million euros.

Turkey’s Minister of Agriculture and Forestry, İbrahim Yumaklı, announced that the IPARD III Program’s Second Call for Applications was published as of June 28, 2024. The call is under the title “Diversification of Farm Activities and Business Development,” with detailed projects invited from various sectors including Plant Production, Beekeeping, Crafts and Local Products, Rural Tourism, Aquaculture, Machinery Parks, and Renewable Energy Facilities.

Previously, the IPARD I and IPARD II Programs, which have been in place since 2011, have successfully funded 25,489 facilities and projects in Turkey with a total grant support of 45.5 billion TRY. Due to the high demand, the IPARD III Program will extend to 81 provinces starting in 2024. The national contribution rate for the program has been increased from 25% to 50%, raising the total budget from 555 million euros to 785 million euros.

The IPARD III Program, stretched over seven years from 2024, aims to facilitate the preliminary work and expedite the review process for applications by releasing an annual call schedule. The first call of the IPARD III Program, titled “Investments in Physical Assets for Processing and Marketing of Agricultural and Fishery Products,” was published on March 21, 2024, receiving 1,029 applications between April 5 and June 14, 2024.

Minister Yumaklı emphasized that successful projects will contribute to developing existing business activities in rural areas and creating new job opportunities, thus improving income and living standards in these regions. Special strategic emphasis will be placed on waste management, renewable energy, and circular economy investments, which can receive additional grants. The overall grant rate cannot exceed 75% per project.

Applications for the second call will be accepted online between July 12 and August 16, 2024, via the official website https://onlinebasvuru.tkdk.gov.tr/, with submission packages due by August 29, 2024, at designated provincial offices. Additionally, for areas affected by the February 6, 2023, earthquakes, specific regulations have been introduced to facilitate renewable energy projects without penalizing entrepreneurs based on the last three years’ electricity consumption data due to disruptions.

Minister Yumaklı concluded by expressing hope that the program will be beneficial to all producers and entrepreneurs, particularly in improving the economic and social balance in rural areas.
