AFAD Unveils Comprehensive Strategic Plan for 2024-2028
The Disaster and Emergency Management Authority (AFAD) has published its Strategic Plan for the 2024-2028 period. This five-year roadmap sets out 23 objectives under six primary goals and outlines 66 key performance indicators.
The vision guiding the 2024-2028 AFAD Strategic Plan is to “Create a Resilient Society Against Disasters.” The document, which serves as an essential guide, draws on the organization’s past efforts, the outcomes of two completed strategic plans, and insights gained from the Kahramanmaraş-centered earthquakes on February 6, 2023, and other disasters.
AFAD’s mission as detailed in the strategic plan is “To manage disaster and emergency processes effectively with a risk-oriented disaster management approach, coordinate with all relevant stakeholders, and develop policies in this field.”
The plan encapsulates six primary goals:
1. Increase the effectiveness of disaster risk reduction efforts.
2. Ensure the best institutional and societal preparedness for disasters and emergencies.
3. Ensure rapid, efficient, and coordinated execution of disaster response processes.
4. Ensure rapid, efficient, and coordinated execution of post-disaster recovery processes.
5. Enhance international presence to become a global actor.
6. Establish a robust and learning institution in terms of knowledge, technological infrastructure, and human resources.
**Two-Year Preparation Process**
Preparation for the 2024-2028 Strategic Plan started in 2022, in alignment with the objectives, policies, and measures of the Twelfth Development Plan (2024-2028). AFAD’s Strategy Development Board was first formed for the new plan, and all activities were carried out by the Strategic Management and Planning Working Group, without procuring external consultancy services.
Initial steps included conducting an “External Stakeholder Survey” to analyze opinions and assessments from stakeholder institutions and organizations. Following a briefing meeting of the Strategic Planning Team on August 18, 2023, official preparation for the AFAD 2024-2028 Strategic Plan Workshop, scheduled for November 1-3, 2023, commenced.
On September 28-29, 2023, the Strategic Planning Team conducted PESTLE and SWOT analyses. The existing 2019-2023 Strategic Plan was reviewed to determine the success levels and areas in need of improvement. Various analyses, including Legislation, Human Resources, Physical Resources, Technology, and IT Infrastructure, were conducted to ensure alignment with upper policy documents.
**AFAD 2024-2028 Strategic Plan Workshop**
Held November 1-3, 2023, with participation from all high-level executives and 92 AFAD staff, the workshop focused on Vision, Mission, Core Values, Objectives, Goals, and Performance Indicators. It also facilitated a holistic approach by involving 8 regional AFAD directors alongside central and provincial organizations.
Following collaborative efforts, the final set of Performance Indicators was established, ensuring the realization of the Objectives and Goals outlined in the Strategic Plan.
The finalized “AFAD 2024-2028 Strategic Plan Draft” was then evaluated per the “Strategic Planning Guide for Public Administrations (Version 3.1, 2021)” and General Communique 2022/4, and presented to the Presidential Strategy and Budget Department. It was officially approved by the Minister of Interior, Ali Yerlikaya, and published on AFAD’s official website.
